If the blinds cannot be made safe by the addition of a compliant safety device(s) they should be replaced

Blinds installed by the landlord or their agent after February 2014 must be compliant with the child safety requirements of BS EN 13120:2009+A1:2014

Blinds installed by the tenant should be checked to ensure they are compliant as part of the landlord/agent inspections
Child Safety
Whether a residential property or a public building, if you have a window blind which has an operating cord or chain that forms a loop it needs to be kept out of the reach of babies and young children.
Safety devices for every type of blind are available and can be easily fitted to existing blinds. These include a cord/chain tidy or tensioner to keep looped cords or chains taut and cleats to keep loose cords out of the way.
